Abstract

Attampted here is an analysis of development strategy in the 1970s in terms of the general character of Kenyan development - i.e., as an expression, or a product, of the balance of class forces which has produced the kind of development which Kenya has experienced: Development strategy in Kenya before 1971 (land use and agriculture; commerce; ownership and control of industry; workers) - The class character of development strategy before and after 1971 - The ILO mission of 1972 - The Kenya government's response (fiscal policy; land use) - The recession 1973-76 - The significance of the rejection of the ILO strategy - Large farms versus small farms - a paradox?
