Abstract

This paper reports and builds on an ongoing research project, tracing the Internet Governance Forum IGF) from its inception as an institional innovation stemming from the United Nations-convened World Summit on the Information Society WSIS) to the present time. The IGF is now preparing for its fourth annual meeting in Egypt in November 2009 and for its five year evaluation as specified by the United Nations System and by definition at its time of founding. The IGF is a part of a larger, complex global internet governance ecosystem;it is a multistakeholder entity, designed for dialogue and not explicit decision-making. Thus, the paper uses a conceptual framework rooted in knowledge transfer theory and in organizing sociology and as well as innovation theories.
