Abstract

This article examines proposals for managerial reform in the public sector, such as the Gore report, Total Quality Management, reinventing government, and reengineering, from historical and comparative perspectives. The main argument for government reform is the need for an American perestroika to focus on changing how government works and to reintroduce the fundamental mission to serve the people.
