Abstract

M-government is largely a matter of getting public sector IT systemsgeared to interoperability with citizen's mobile devices. In thisregard, developing a coherent m-government framework in the publicsector is an important factor. A common mobile public services frameworkmust first and foremost incorporate the following five principles:Interoperability, Security, Openness, Flexibility and Scalability. TheM-GOV (Mobile Services for Government) project is a research andinnovation project at the Institute of Informatics in Skopje, designedto encourage the access to new mobile and wireless public electronicservices. The M-GOV architecture is formed of three major components:Citizens access devices, Service Discovery Directory and the Collectionof public electronic services from various sources. Citizens can accessthe electronic public services from anywhere, anytime from any mobileInternet-connected device. Key points of innovative ideas and views forfurther research and development in this field are presented in thepaper.
