Biographical Information

Meryem Marzouki is a senior researcher with the French National Scientific Research Center (CNRS), currently with the Computer Science Laboratory of Paris 6 (LIP6, University Pierre et Marie Curie, Paris 6). She holds a PhD (1991) in Computer Science and an ‘Habilitation à diriger des recherches’ (1998), both from the National Polytechnic Institute of Grenoble, France.

After 14 years of research in Computer Sciences and Microelectronics, Meryem Marzouki turned in 2002 to Social Sciences, starting PolyTIC, a multi-disciplinary research activity. PolyTIC deals with relationships between ICTs, Public policies and the Public space. Her current research interests include Internet governance and the transformation of the rule of law, privacy and personal data protection issues, and usages in mobile and broadband communications.

Besides French academic networks membership, Meryem Marzouki is a member of the Global Internet Governance Academic Network (GigaNet) of the European Communication Research and Education Association (ECREA), and of the International Association for Media and Communication Research (IAMCR). As 2008 GigaNet Program Committee chair, she organized and chaired the 3rd GigaNet Annual Symposium in Hyderabad (India) in December 2008. From 2008-2010, she served as General Chair of the GigaNet Annual Workshop on Global Internet Governance: An Interdisciplinary Research Field in Construction, that she pioneered.

A French activist, Meryem Marzouki has also been actively promoting human rights in the information society since 1996. She co-chaired the UN WSIS Civil Society Human Rights Caucus as president of the French NGO IRIS. She served as president of the European Digital Rights (EDRI) association. As EDRI representative, she seats as an observer to the Council of Europe Groups of Specialists on Human Rights in the digital environment since 2005, and is a steering committee member of the OECD Civil Society Information Society Advisory Council (CSISAC). She received in 2008 the 10th Austrian Big Brother Awards Defensor Libertatis prize, as a cosmopolitan pioneer of citizen digital rights defense.
