The author presents his views on an article reprinted elsewhere in the same issue. That article, “USJFCOM Commander's Guidance for Effects-based Operations,” by James N. Mattis, which originally appeared in the fourth quarter, 2008 issue of “Joint Force Quarterly,” is critiqued. The military doctrine known as effects-based operations (EBO) is defended, and refutations are offered of Mattis' arguments against EBO.
