Abstract
Thomas Kalil gets paid to see the big picture. As deputy director for policy in the White House Office of Science and Technology Policy, Kalil helps the Obama administration determine which projects should receive a slice of the billions in research and development dollars that the federal government spends each year. Its a monumentally important task as the president leans heavily on scientific innovation to help push Americas moribund economy out of the ditch. The American Recovery Act, also known as the $787 billion federal stimulus of 2009, pumped money into myriad innovation projects, much of it directed by the Office of Science and Technology Policy, or OSTP.
