Istanbul's current transport systems' capacity that stays inadequate faced with the uncontrolled growth of population has required the evaluation of several transport projects among which the construction of a new bridge, the construction of an under-water railway tunnel and the improvement of the current sea transport are cited as the most popular ones. This paper presents a robust two-phase fuzzy decision framework, which integrates the fuzzy Delphi method and a hierarchical distance-based fuzzy multi-criteria decision making (MCDM) approach, for evaluating these transport alternatives based on a comprehensive list of quantitative and qualitative performance attributes. © Springer-Verlag Berlin Heidelberg 2005.
