The United Nations began in 1945 with a charter that authorized five organs to assist member nation-states in the avoidance of armed conflict. It has grown into a worldwide system of more than 130 organizations, agencies, commissions and committees. Environmental concern for "one global community" has developed along with the United Nations. The inevitable question now facing every participatory nation is what does this mean in terms of governance? Should the United Nations become a governing body? A worldwide summit on global governance is proposed for 1998. Now, as we choose the administration that will represent us in those talks and the Congress that will consider any agreements, is the time to start asking questions.
