Discusses the Heritage Green Paper, which emphasizes the importance of public consultation in the listing process and ways of streamlining the listing process. A more flexible approach is urged to optimize reuse of listed buildings. Transfer of control of ancient monuments and archaeology from central government to local authorities is also suggested.
