Abstract

The paper attempts to trace the major factors that contributed to the evolution of the Information Resources Management concept in the United States and comments on how the concept is emerging in a number of other countries. The author expresses the opinion that many people think IRM is, in part, a case of a very personal discovery process, i.e., that an individual must personally come to the realization that information not only can but should be managed as a resource.
