Inovasi Dalam Penyediaan Air Bersih dan Sanitasi Lingkungan di Wilayah Pesisir sebagai Strategi Mengatasi Keterbatasan Air: Studi Kasus Jakarta Utara
Abstract
The provision of clean water and sanitation still remains problems in Jakarta. The urban poor who live in squatters are relying on non-piped water connection rather than piped which is expensive and unregulated. They buy water higher than piped water consumers. Furthermore, the price is fluctuated following the imbalances of supply and demand and is controlled by water mafia. As a consequence, the urban poor are trying to adapt by saving their water consumption and changing their water consumption pattern. The study aims to identify innovation in the provision of clean water and sanitation in coastal area particularly in squatters as a strategy to cope with water scarcity in Jakarta. Using descriptive-qualitative analysis method, the study will acknowledge innovations occurred in consumers and factors influencing based on primary and secondary data gathered. The result shows that, firstly, innovations conducted by the urban poor are not in the same direction with those conducted in business model and water governance. Thus, the circumtance of water conservation practices conducted by consumers wont sustainable. Secondly, innovations are frequently doing by consumers, particularly non-piped water consumers, rather than those doing in business model and water governance. Finally, water governance only establishes piped water tariff in order to encourage water providers to improve the urban poor access on water supply. However, water governance do not have a proper system to encourage the urban poor to get the access and to enforce the water providers to provide them the access. In conclude, to expand water conservation practices, innovations conducted by consumers in the provision of water supply must be supported by innovations conducted in business model and water governance. Furthermore, these must be in the same direction so that water conservation practices will give benefits to water demand management and the issue of water scarcity in Jakarta.
