Abstract
Recent international migration trends to and within Europe are analyzed. It is noted that the foreign population of Europe has been growing in size since 1979, despite employment problems and the development of policies designed to reduce immigration and encourage migrants to return home. Reasons for this apparent contradiction are examined. The author concludes that the employment of foreign workers facilitates the regulation of long-term and short-term economic cycles as well as the restructuring of certain sectors of the economy.
