Abstract

The need for a comprehensive specification of requirements for electronic records management was first articulated by the DLM-Forum1 in 1996, as one of the ten action points arising from its meeting. Subsequently, the European Commission Enterprise DGs Interchange of Data between Administrations (IDA) programme commissioned the development of this model specification. Following an open competition in 1999, work on this specification started in 2000 and was concluded in early 2001. Development was carried out by a small team of specialist consultants from Cornwell Affiliates plc (now Cornwell Management Consultants plc), supported by a guiding team of experts drawn from several countries, and validation organisations from both the private and public sectors.
