Abstract

The term new public management (NPM) was coined by English and Australian public administration scholars (Hood 1991). NPM is a reform model arguing that the quality and efficiency of the civil service should be improved by introducing management techniques and practices drawn mainly from the private sector. Neoliberalism is an ideology and policy model that emphasizes the value of free market competition. Although there is considerable debate as to the defining features of neoliberal thought and practice, it is most commonly associated with laissez-faire economics.
