This paper presents a report on the important control features of a power plant needed for the normal, alert, emergency, in-extremis, and restorative states of a Power System. The practices, control capabilities and constraints of classes of power plant control systems for these duties are reported. An actual power system emergency is outlined together with power reactor controls that were activated. Areas for improvement in Power Plant Control capabilities required to support Power System Emergencies are outlined. This paper is based on studies by Working Group 04 of CIGRE Study Committee 39.
