Abstract

Ongoing projects: I am research fellow in the project “We, the Information Society? The Role of Multi- Stakeholderism for the Implementation of Human Rights Approaches in a Connected World” which started in 2005 and is now drawing to a close. The timing would be perfect to present some of the project’s conclusions on global Internet Governance. The project team has specifically focused on human rights in the information society and the contribution of different stakeholders. Further, a book that I co-edited with Professor Wolfgang Benedek and Veronika Bauer – Internet Governance and the Information Society. Global Perspectives and European Dimensions – will be available from April 2008 with Eleven Publishing. The workshop would provide a welcome opportunity to shortly present some insights on global Internet Governance that can be drawn from the contributions to the book, which were authored by some of the most renowned researchers in Internet Governance, including Wolfgang Kleinwächter, Meryem Marzouki and Wolfgang Benedek. We are also in the process of setting up a Focal Point on the Law of the Information Society at the law faculty of the University of Graz where we will investigate current issues of global Internet Governance in a multi-disciplinary perspective (international law, penal law, legal informatics, legal history, constitutional law … ). We are also drafting an academic syllabus on the law of the information society and Internet Governance, seminars on digital education and a degree programme in the law of the information society. In June 2008 we will be able to present our progress – and would be grateful for a critical evaluation. A further aspect of my presentation would focus on future activities. Currently, we are in the process of finalizing the application for a follow-up project (tentatively) entitled “The Future of Internet Governance. The Impact of Multi-Stakeholderism and Multi-Stakeholder Forums like IGF and Dynamic Coalitions on Decision-Making Processes in the Information Society.” Its first part will analyze the Internet Governance Forum as a new approach to multi-stakeholder cooperation and broach the phenomenon of (pre-)normative processes outside of traditional treaty regimes. Secondly, we will analyze the Dynamic Coalitions as cooperation forums of the likeminded and investigate their impact on the development of Internet Governance.
