    Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

    About the Position:
    U.S. Army Institute of Surgical Research (USAISR) is a U.S. Army Medical Research and Materiel Command (USAMRMC) asset and is co-located with the San Antonio Military Medical Center (SAMMC), Fort Sam Houston, Texas. The USAISR is dedicated to both laboratory and clinical trauma research. Its mission is to provide requirements-driven combat casualty care medical solutions and products for injured service members, from self-aid through definitive care across the full spectrum of military operations; provide state-of-the-art trauma, burn, and critical care to Department of Defense beneficiaries around the world and civilians in our trauma region; and provide Burn Special Medical Augmentation Response Teams.

    USAISR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 pay band is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

    This is a TERM position not to exceed 2 Years and may be extended to a maximum of 5 years. MRMC Command is authorized to extend a contingent appointment one additional year.

    This is a contingent (TERM) appointment, NTE 2 Years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.

    Responsibilities

    • Provide technical/medical library support to research laboratory staff
    • Research, acquisition, assessment, indexing, and circulation of documents, technical reports, text books, and periodicals to fill researchers' information needs
    • Understanding of technical/medical library collection evaluation and acquisition
    • Provide scientific and technical library reference services
    • Understanding of automated database systems
    • Demonstrate analytical, problem-solving, and organizational and project management abilities.
    • Plan and implement library program objectives
    • Perform extensive capability in manipulation of hundreds of online database systems used to provide bibliographic search retrieval information.
    • Provider of theories, principles, and techniques of library and information management in a scientific and technical information center serving a research staff of military and non-military personnel
    • Obtain books, journals, reprints, as well as electronic resources in all formats
    • Develop, weed, and manage collection, both physically and online.
    • Establish, organize, and maintain links to electronic content with support from specialized software.
    • Trains staff on use of resource and upgrading software packages as needed
    • Collect, organize, archive and maintain historical materials

    Qualifications
    In order to qualify, you must meet the education and/or experience requirements described below.     BASIC REQUIREMENT FOR LIBRARIAN:

    Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

    OR

    A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources;
    and the knowledge and abilities essential for providing effective library and information services.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    MINIMUM QUALIFICATIONS:
    Specialized Experience: One year of specialized experience which includes 1. Providing technical/medical library support by performing literature searches through all available sources, 2. Tracking and maintaining periodical holdings records using online subscription services; 3. Preparing strategic plan and execute it to expand, maintain, and reduce both physical holdings and online services to meet the needs of the institute; and 4. Training users in self-service online subscription services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02 / GS-09).

    You will be evaluated on the basis of your level of competency in the following areas:

    Education
    Some federal jobs allow you to substitute your education for the required experience in order to qualify. In addition it meeting specialized experience you can qualify if your education and/or experience meets the following:

    To qualify for this position at the DJ-03 level you must possess: a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in Library Science; or related disciplines appropriate to the position.     You may possess a combination of education and experience as follow: less than 1 year of specialized experience as described above, and less than three years of graduate-level education as described above. The computed percentage of the requirements met total at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
