While the process of scenario planning has proven itself in some specific situations, without a sound means for measuring the impact of participation in scenario planning, or explicit theoretical foundations, the process cannot be developed further. Furthermore, in the absence of these two citical elements, it is unlikely that the practioner or scholar will be able to attribute any increases in organizational effectiveness, organizational elarning, decision-making capacities, or replicate results. This manuscript has outlined the background and context of scenario planning and has advocated some particular points that, if addressed, could greatly improve scenario planning practice research.
