Abstract

The definition of the target population of a public policy or program stands in function of the problem construction, this situation has an implication for the design of a social policy, because it has to take in consideration the inclusion or exclusion of some population group in the relationship with governmental attention. Traditionally, the design of social programs in Mexico has identified the target population through the multidimensional poverty approach; however, the literature evidences the need to give priority attention to vulnerability because this approach considers the poor population and also that which may be facing future changes in the environment. Therefore, the objective of this article is to present the usefulness and scope of the vulnerability approach as an additional option to define the target population in social programs, using as an example the " support to female heads of family” program that is implemented in the state of Jalisco since 2013.
