Abstract
The traditional mechanism of inclusion/exclusion was based on a system of estates or orders into which people were placed by family descent. In the modern world-system, this arrangement was replaced by one that proclaimed that all people were equal and therefore in principle were entitled to equal rights of inclusion. These people were called citizens. Citizens were citizens of a state.
