Abstract
The article addresses the interactions between the state agent and urban capitals in the management of housing policy operated in the state territory of São Paulo. Empirically, it focuses the relationship between the Housing and Urban Development Company (cdhu) and management companies. The increase in outsourcing and the state regulatory role in this process are elements of debate to understand the production and implementation of policy, the interests involved and the results of this way to operate.
