The Government had a terrible time in the media early in January 2006 when the story of sex offenders working in schools was published by almost every newspaper on their front pages. In one of the Daily Mail stories, Ruth Kelly, Secretary of State was attacked as "incompetent" and criticized for her hair, dress sense and unwillingness to "put in the hours" to do the job properly. There was another shock for the government when a report from the National Audit Office claiming that the schools have failed one million children was put across its front page by The Times. The Independent also devoted the whole front page to the story. Another news story which dominated the front page of the Daily Telegraph was the headline "Cameron rules out 11-plus in favor of setting." The paper reported that decades of Conservative education policy was reversed by David Cameron.
