Conflits d’usage du territoire. De l’identification des enjeux à l’émergence d’une solution négociée

Abstract

En matière d’aménagement de l’espace, le jeu complexe de conflits/coopération entre logiques d’actions au niveau du territoire pose des problèmes de coordination et d’arbitrages entre projets portés par les acteurs. À quel acteur donner la priorité d’actions ? L’intérêt de la méthode de l’Évaluation Logico-Hiérarchique (ELH) est de proposer une règle de coordination basée sur la qualification et la hiérarchisation des enjeux soulevés par la gestion de l’environnement sur un territoire, afin de minimiser les risques de conflits entre logiques d’actions. L’objectif de l’article est de présenter les apports de cette approche et son opérationnalité au travers d’une application à la gestion du paysage dans une commune rurale.Regarding space layout, the complex play of conflicts/cooperation between territorial logics raises problems of coordination and arbitrations between projects carried by the actors. To what actor to give the priority of actions? The interest of the method called Logico-Hierarchical Evaluation (ELH) is to allow the qualification and the hierarchical organization of the stakes raised by the management of the environment of territory, in order to minimize the risks of conflicts between logics of actions. The objective of the article is to present the contributions of this approach and its operational effectiveness through an application in the management of the landscape in a rural territory.
