The purpose of this study was to analyze the role of government, obstacles and solutions in the development of modern cooperatives and MSMEs based on PP no. 7 of 2021. The research method used is empirical juridical. The results of the study found that with the Employment Creation Act which has been described in PP no. 7 of 2021 for Cooperatives and MSMEs, principally aims for convenience and cost efficiency in establishing cooperatives, encouraging cooperatives to modernize and digitize, meet community needs in carrying out cooperative activities based on sharia principles, create and grow new entrepreneurs, integrate MSMEs in the global value chain, as well as encouraging MSMEs to advance to the classroom. The forms of convenience and simplification provided are in the form of relief from business licensing fees, financing and guarantees for MSMEs, incentives for large and medium-sized enterprises, MSEs are given facilities/simplification of tax administration, registration and financing of Intellectual Property Rights (IPR), exemption from Halal certification fees, the central government allocates a Special Allocation Fund, provides a promotion place for MSEs in public infrastructure, and provides legal assistance and services. Barriers for MSMEs and cooperatives to be able to develop include low productivity levels, low quality of organizational operations, very few MSMEs operating in accordance with applicable laws and regulations, low quality of cooperatives, unfavorable business climate, and the number of MSMEs that are not in the form of formal businesses. The solution is the need for socialization and understanding of MSMEs and cooperatives in order to be able to compete.
