Abstract

This research focuses on the macro-factors that condition the actions of sub-national units in Argentina and China, to understand the limits and potential linkage between the Great Bay Area and this Latin American country. The main hypothesis affirms that the absolute differences of political regimes, forms of State, states of political development, levels of population, economic and financial distribution between Argentina and China, are not obstacles to demonstrate identities in the external actions of the sub-national units of both countries. This assertion is also verified when the implications of the two forms of state in the first level of sub-national units are specifically compared; since the factual application of unitary form in China and federalism in Argentina moves away from the constitutional clauses and reflects the identity of functions and actions of these sub-national units at the international level. Finally, the study pays attention to the most outstanding aspects to consider in the relationship between Argentina and the Great Bay Area.
