Abstract
Precariousness can be defined as a urban phenomenon that implies the occupation or concentration of people in a territory, with an absence of integral elements from an habitat. Its main manifestation is the settlement, the most primitive form and there for, more urgent than the precarious neighborhood, this one with a higher level of legality and urbanism, but still not acceptable at any case. The distinction is important, further than the conclusion that comes from the precarious neighborhood, as a legal poverty; and the settlement, as a poverty in a state of conservation. This article discerns about the precariousness reality, and proposes strategies and actions for its superation from a multidisciplinary vision.
