Introduction: Most of human resources in hospitals are nurses. Needs of nurses planning would be more efficient both in quantity and quality by calculating needs of nurses. This study was conducted to compare the needs of nurses by “Depkes RI” guidelines and Full Time Equivalent (FTE) in Inpatient installation. Method: This study was an descriptive study that aimed to described the needed of nursing staff in inpatient installation. The study used cross sectional design because data was collected in one time. The data was collected using work sampling observation and in-depth interviews. The unit of analysis in this study was ISSN: inpatient installation consisting of 16 nurses. Result: The result based on observational work sampling, the average hours of direct and non-direct care was 6,3 hours. The average hours of non-direct care more than direct care. Based on the calculation according to “Depkes RI” guidelines obtained the required number of nursing staff as many as 25 nurses. Meanwhile according to Full Time Equivalent (FTE) count obtained the number of nursing staff as many as 30 nurses. Calculations based on “Depkes RI” guideline has a difference of 9 nurses and 14 nurses based on Full Time Equivalent (FTE) of the nurses in charge of as many as 16 nurses. Conclussion : The management of hospitals should activate the administration personnel and improve the information system, so the nurses can be more concentrate to do the direct care. The management of hospital must increase quality and quantity of nurses.
