Analysis of Strategic Planning in Technological Institutes: From Diagnosis to Evaluation

Abstract

This study evaluates students’ perceptions of strategic planning within technological higher education institutions (IEST) in the Tumbes region of Peru. Using a quantitative and descriptive approach, a sample of 387 students was surveyed through a 13-item Likert questionnaire (α = 0.930). The analysis focused on four dimensions: diagnosis, formulation, implementation, and evaluation. The findings reveal a predominant tendency toward a high level of strategic planning, with notable strengths in the formulation and evaluation dimensions, which highlight the alignment between institutional objectives and professional training, as well as the usefulness of evaluation in improving educational services and teaching performance. However, gaps were identified in diagnosis and implementation, attributed to external threats and limited communication in decision-making processes. The study concludes that  comprehensive strategic planning, with greater student participation and stronger evaluation systems, is essential for institutional development and for addressing regional demands.
