This second edition, following the same basic structure as the first, is divided into seven major sections that include administrative ethics as a field of study, philosophical perspectives in administrative ethics, the contexts of administrative ethics, maintaining ethical conduct through external controls, maintaining ethical conduct through internal controls, administrative ethics in American society, and administrative ethics in other cultures. These have been developed through 34 chapters, the authors of which include most of the leading scholars in public administrative ethics. In several cases coauthors have been recruited to assist with the work of revision, or to take the lead role in undertaking major revisions. Seven of the chapters are wholly new for this second edition (two completely rewritten by new authors and five dealing with new topics) and 22 have been substantially revised, some very extensively. Only five chapters from the first edition have no revisions or very minor ones.
