Abstract

The article discusses the comparative analysis of the decentralization of economic decision making in China and India through pursuing market-oriented reforms and devolving fiscal functions to local governments. It notes the economic deregulation in India in 1991 and its decentralization of the fiscal system from state to local government. The authors also highlight the tax reform of China in 1994 in which it assigned taxes to the central government.
