In this article, the author discusses the past failures and present successes with regards to the implementation of environmental law in the U.S. The author indicates that understanding the promise and potential pitfalls of SB 375 needs an analysis on the overall structure of the law to bridge the gap between the language of the law and achievement of its goals. The author explores the environmental crisis and regulatory approach under which the SB 375 was enacted.
