There are two alternatives if the local government wants to meet the needs of goods and services for the region, namely by making their own or by buying. In addition to providing these goods and services independently, local governments can also get them from private sector. The second choice is a choice that is often taken by local governments for various reasons, such as setting price differences, that have the potential to develop into criminal acts of corruption. Not to mention the possibility of abuse of the authority of regional officials to provide procurement offers to certain parties. Goods and services procurement sector are very prone to corruption because it deals with large amount of funds. This type of corruption opens the door to other types of corruption and causing inefficiency in local government goods and services procurement. Therefore, the aim of this writing is to evaluate the implementation of goods and services procurement in local government, to map the problems in local government goods and services procurement, and to understand the pattern, direction, and methods of corruption in local government. The results of this study indicate that corruption results in financial losses to local governments and imbalances in the distribution of power and wealth in the regions.
