Abstract

No one can trust what they do not know. Without transparency, public institutions cannot be trusted. However, while transparency is necessary, it is not enough. Citizens need much more, a good administration, understood as an institution that respects their rights, acts quickly and efficiently, is transparent and accounts for its management.
