Abstract

Public sphere is a space that gives freedom to the public to aspire to their ideas, ideas and thoughts. Musrenbangdes is a form of public sphare where people's ideas and thoughts are needed in formulating development programs. In practice, the public sphere in the Musrenbangdes encounters various obstacles. Issues of status, role, authority, communication competence and identity politics make the public sphere no longer neutral. The purpose of this study is to identify and analyze the functioning of public sphere, identify identity politics and map communication problems that occur. The research method uses a qualitative approach with a case study method. Data collection techniques with in-depth interviews, observation and documentation. This study concludes that the functioning of the public sphere needs to be accompanied by efforts to implement the principles of the public sphere, namely equality, opportunity and rewards related to dialogue. Identity politics is formed and internalized within the actor reflects the strength and ability of a person in building public opinion. The communication process in Musrenbangdes is related to the communication competence that is not evenly distributed and cannot be possessed by all actors.
