I attempt to justify the need that the changes that the University necessarily should undergo be the consequence of a deep analysis of the political, economical, social, cultural and educative conditions that have conformed a determined historical reality, above all, in order to determine to what extent they can condition the future (rationalization of planification). In particular, I point out the review of the proper characteristics of the process of institutional change in the educative field trying to analyse the factors determining the strong inertia of «resistance to change» of the University.
