Barcelona's 1976 General Metropolitan Urban Plan prepared the ground for the city's hosting of the 1992 Olympic Games. Building upon this achievement, the Barcelona 2000 Strategic Plan aims to attract public and private capital to convert what has traditionally been seen as an industrial city into a high-quality international centre of business, services and consumption. The size of the investment needed will call not only for a public-private partnership but also for the deregulation of planning and development. -J.Naylon
