The safe drinking water and food safety reform that was signed into law last summer provides a new lesson for the new Congress. Progress on the environment requires legislative formulas that combine regulatory streamlining and innovation with a renewed commitment to environmental improvement. This former EPA deputy administrator sketches out a statute- by-statute checklist for the key compromises needed to make the 105th a historic environmental Congress.
