Abstract

The right to education has been highly valued from pre-Hispanic times to the present, but the problem of inequality and the abandonment of education in the Peruvian State remains unresolved. The objective is to identify the structural reasons for the difficulty in implementing an inclusive education policy consistent with the national and long-term development of Peru. It is a descriptive documentary study, based on a comparative historical approach, which establishes a direct relationship between current Peruvian education and its development during the pre-Hispanic, viceregal and republican stages. The study is descriptivedocumentary based on data collected from research and documents, these elements define the population and sample, and illustrates how the selection and size of it was made. The results confirmed the lack of national educational programs. It was concluded that inequality and social exclusion limit access to education and affect its performance at all levels, universities lack autonomy, which affects their quality and inclusiveness and development of national integration.
