Abstract

Abstract This Technological Reports presents the construction of a competences map for the position of Basic Unit Coordinator of a Municipal Health Director. This map was developed with the intent of meeting the demand at a city Health Department in the Brazilian state of Santa Catarina as one stage of the institutionalization process of a permanent education program, in line with its human resources policy, established as strategic planning goal. The construction relied on Schein's consulting model procedures (1972), a mutual learning process between consultant and client seeking organizational development and teaching-learning consulting, aligned with the social practice approach to learning (Wenger, 1998). The knowledge mobilized by the managers to perform their functions were identified and categorized using Carbone, Brandão, Leite and Vilhena methodology (2006), grouping them into technical and behavioral skills. Then, the competences were grouped according to their nature in terms of accountability, based on dimensions proposed by Koppell (2005). This work's contributions refer to: (a) the development of individual management competences in local public health departments; (b) the shared learning between universities and public institutions concerning professional training in public administration; and (c) articulation of theoretical and practical management references by competences and accountability in public services.
