Los organismos electorales: Avance y retroceso de la reforma constitucional mexicana de 2014

Abstract

In order to carry out a complete study of electoral organizations in Mexico, the present study discusses various electoral reforms as the ones of 1990, 1993, 1994, 1996 and 2007, and the one of 2014, which represents a split point for the electoral organizations. This reform is studied from the point of view of the retreat of federalism. For this reason, it also includes the analysis of the integration of the National Electoral Institute (as a new organization), its competence of delegate and attract and the assumption possibility. The sanctioning procedures are another of the relevant aspects of the 2014 reform, which are analyzed, as well as local electoral organizations and their powers.
