Our Goal in this text is to present the theoretical/methodological path followed by the team of researchers from the Institute of Special Studies (IEE-PUC/SP), who built the Social Management Information System (SIGS) to help manage social programs for socially vulnerable families. Special emphasis is given to the conceptual pillars of their construction: poverty/social inequality; territory; social needs and vulnerabilities; "autonomization".
