This article described the Brazilian public tourism policies, focusing on the state of Santa Catarina. In particular, it analyzes the policies developed in the city of Pomerode (SC). The aim is to observe possible interrelations between these policies while checking whether they are applied in a way that is in line with national policy. To achieve its objectives the methodological procedures included analysis of secondary data contained in documents from the departments of state and local tourism, as well as documents at federal level. It also seeks to indicate some limitations of tourism management and popular participation in the process of creating public policies. By way of results, the study found that the policy of the State of Santa Catarina is aligned with the national tourism policy. However, is not fully adapted to the interests of the community in that it is not properly implemented. Finally was found that for the town of Pomerode (SC), there is no effective regulation of structured policies for the area of tourism that would be capable of outlining its goals, including sustainable popular participation.
