A criminalização da “ideologia de gênero”: uma análise do debate sobre diversidade sexual na Câmara dos Deputados em 2015

Abstract

Resumo Este artigo aborda o debate sobre diversidade sexual na Câmara dos Deputados em 2015 a partir de levantamento de proposições legislativas e de discursos usando o mecanismo de busca do portal da Câmara. Os resultados principais foram os discursos de denúncia contra a Parada LGBT em São Paulo, em 2015; proposições contrárias a duas resoluções emitidas pela Secretaria de Direitos Humanos acerca do reconhecimento institucional da identidade de gênero; proposições contra a inclusão da dita “ideologia de gênero” no Plano Nacional de Educação. O artigo discute o teor dos debates e a argumentação empregada, além de situar os autores de discursos e proposições, constatando a atuação destacada de parlamentares religiosos.Abstract The present article analyses the debate regarding sexual diversity which took place in the Brazilian Chamber of Deputies in 2015, looking at speeches and bills retrieved through the Chamber of Deputies' web portal. The main results we recovered were: speeches against the LGBT Pride Parade in São Paulo; propositions against two resolutions issued by the Human Rights Secretariat regarding institutional acknowledgement of gender identity; and bills against the inclusion of “gender ideology” in the National Plan of Education. We discuss the content of the debates and the arguments employed in these. We also socially situate the authors of these speeches and bills. Finally, we discuss the fact that the leaders of these debates were congressional representatives with strong religious identities.
