This article is devoted to the study of innovative economic policies of the Scandinavian coun-tries in the field of development of small and medium enterprises (hereinafter the "SMEs"). On the one hand, the countries of Scandinavia (Denmark, Norway, Sweden) occupy high positions on the world stage in socio-economic development. On the other hand, in each of the presented countries various models of competitive innovative development of SMEs are implemented, which causes special scientific and practical interest. The article provides a systematic analysis of indicators characterizing the entrepreneurial environment of the Scandinavian countries and presents implemented models of competitive innovative development of SMEs. The study revealed a high level of state participation in the formation of the innovation basis of national in-novation systems for the development of small and medium enterprises in the Scandinavian countries. When implementing the innovation policy in relation to small and medium-sized enterprises of the Scandinavian country, they take into account a systematic approach that encompasses a set of measures for the development of innovative infrastructure, educational activities, financial and consulting support for business entities. The information and empirical base of the study was Eurostat data. The results of the study may be useful to in-frastructure organizations for the innovative development of SMEs, state and regional authorities in the de-velopment of areas, models and mechanisms of innovative development of enterprises.
