La régulation de l'éthique parlementaire: L'institutionnalisation d'un champ d'expertise contesté

Abstract

This article looks at the autonomization and differentiation of expertise in the regulation of legislative ethics in the United States, Britain and Canada. Legislative ethics commissions work in a highly partisan and institutionally malleable environment. Their expertise is contested by politicians on the basis that only they possess the practical knowledge and experience required for arbitrating the dilemmas involved in political representation. When conflicts are regulated by partisan politics and sheer power relations, the development expertise is limited.
