Abstract
The purpose of social political communication of the Federal Government is to ensure that communication efforts manage to inform the population in a timely and truthful manner about the actions and results of its programs. In this sense, this work aims to demonstrate the budgetary impact generated by spending on communication on the population, in the gross domestic product (GDP) and in electoral periods. In this context, Constitutional Article 134 also establishes that the information disseminated must have an institutional nature, informative and educational purposes, evidencing a positive impact on the population, on economic growth and with a low profile in the elections, complying with the criteria of efficiency, effectiveness, economy, transparency and honesty, respecting the budget ceilings, limits and conditions of the year established by the respective expenditure budgets. The methodology used in this work is supported by the theory of the Political Budget Cycle (PPC), and its data are estimated in panel format, using grouped regression estimators used in econometric works that measure the effects of spending on economic variables.La comunicación política social del Gobierno Federal tiene como propósito asegurar que los esfuerzos de comunicación logren informar oportuna y verazmente a la población sobre acciones y resultados de sus programas, en ese sentido, este trabajo pretende evidenciar el impacto presupuestario que genera el gasto en comunicación sobre la población, en el producto interior bruto (PIB) y en periodos electorales. En ese contexto, el Artículo 134 Constitucional, establece además, que la información difundida debe tener carácter institucional, fines informativos y educativos, evidenciando un impacto positivo ante la población, en el crecimiento económico y de bajo perfil en las elecciones, cumpliendo con los criterios de eficiencia, eficacia, economía, transparencia y honradez, respetando los topes presupuestales, límites y condiciones del ejercicio que establezcan los presupuestos de egresos respectivos. La metodología utilizada en este trabajo se apoya bajo la teoría del Ciclo Político Presupuestal (CPP), y sus datos se estiman en formato tipo panel, utilizando estimadores de regresión agrupada utilizados en los trabajos econométricos que miden efectos del gasto sobre variables económicas.
