This article addresses issues of planning and water management, using the São Paulo Metropolitan Region as a case study. We study the climate phenomenon of scarcity of rainfalls and the water supply crisis of 2014-2015. We developed a theoretical-method-ological framework to guide the analysis of the impacts of this event for planning culture and systems. The framework was used to conduct and analyze the bibliography and docu-ments produced after the event and in the interviews with practitioners. We conclude that extreme events that generate risk and disaster situations could be an opportunity to change and rethink the forms of development. However, despite some advances, the response to crises has maintained the planning of territorial and water policy, and does not configure a transition to a more sustainable and able to reduce vulnerabilities.
