This article proposes to analyze the extent to which public compliance is effective in combating misuse of public resources. As a method, the dialectical approach will be used, being fundamental to systematize the objectives through thesis-antithesis-synthesis. In the meantime, the public policy scenario in Brazil will be contextualized, in order to highlight Law n. 12.965/2014, better known as the Civil Internet Framework, as it represents a paradigm "break" in the Brazilian reality. Subsequently, the e-democracy model will be presented, detailing existing measures for public transparency and social control, such as the Access to Information Law, the National Open Data Policy, the e-Democracy Portal and the Digital Office. Finally, the study will focus on analyzing the effectiveness of public compliance as an instrument of transparency to promote social control and minimize risks to the Treasury.
