Abstract

Climate change and its dire consequences have awakened global awareness about the need to promote development in a sustainable way. Since the 1970s, the world has been undergoing an increasingly strong process of environmental regulation. It is worth remembering the 1997 Kyoto protocol and the recent Paris Agreement that Argentina signed. Internally, the constitutional mandate and the General Environmental Law that sets minimum budgets together with vast regulations in this regard. In this context, it is essential - and this is how most countries understand it - to move towards an environmentally friendly energy matrix. Thus appear the so-called renewable energies and already within its universe the novel category of the supplier user through the so-called self-distributed generation. In Argentina, the recent law 27,191 governs which came to establish more than demanding standards and goals through a mandate of staggered objectives for the term 2017-2025. Within the framework of the current legislation, a series of programs have been launched that form part of a true public policy characterized by the promotion of clean energy generation. Users are committed to participate in this process. The programs launched have had significant success as well as challenges in order to increase renewable energy participation in the country's energy matrix by up to 20% by 2025. In terms of self-generation and the possibility of surplus injection into the grid generated by the generating user, Law 27,424 governs, which also regulates in a mix the contractual link between the user and the provider, as well as the powers of the body or company responsible for the service. We face new times and challenges in post to modify the fossil energy matrix that has been negatively affecting the environment.
